To preserve public data, lock in its availability and provenance, and enable deep iterative synthesis on top of it. We are at a turning point in access to public knowledgd, where the volume and granularity of public knowledge means that it is being reenclosed by the tools and interfaces needed to make sense of it and to browse it at scale.
We are currently recruiting founding members of the Underlay Consortium, the governance body of knowledge providers, archives, infrastructure developers, universities, and companies.
We are writing initial specifications for Underlay messages, packages, and registries; developing a first implementation of a messaging protocol, packaging tools, and package server.
